A1.1. Share best practices of international experience and decisions, adopted in the EU and at international conferences on the issues of the green economy.
A1.2 Analysis of national legislation and assessment of the current situation in the country with regard to the promotion of green economy mechanisms.
A2.1. Assistance in elaboration of national principles of green economy and preparation of a draft regulatory act, integrating them into the national legislation, rationale and justification for the need to adopt it, prepared according to the requirements of the legislation of the Republic of Belarus.
A2.2. Preparation of draft regulatory acts, including technical regulatory acts, which require additions and/or changes with regard to the promotion of green economy principles (with proposals for additions and/or changes in the current legislation), including introduction and promotion of greening public procurement.
A2.3. Assistance in development of a policy and drafting a programme of eco-innovations support in the Republic of Belarus, including mechanisms of best available technical methods’ and ecological technologies’ verification and dissimilation; identification of ecological standards, promotion of ecotechnologies by means of creating a database, informing all the stakeholders and seeking feedback from the producers, spreading target information on ecotechnologies, based inter alia on the EU action plan on environmental protection technologies analysis, as well as the Oslo Manual “Guidelines for Collecting and Interpreting Innovation Data”, share best practices of the experience in the development of eco-industrial parks (the oldest is located in Kalundborg, Denmark) and experience in the implementation of Environmental Innovations Programme in Germany.
A2.4. Preparation of draft regulatory acts on introduction into the legislation of the Republic of Belarus of green economy instruments, related to trade and competitive power (such as subsidies, taxes and fees, regulatory measures, standards and bans, elimination of trade barriers for ecological goods and services, investment incentives, determined support, “green” public procurement, etc.), rationale and justification for the need to adopt them, prepared according to the requirements of the legislation of the Republic of Belarus.
A2.5 Elaboration of draft regulatory acts on the identification of an optimum mechanism to assess ecological compatibility of goods and services; principles of establishing environmental requirements to products, including rules and standards of packaging, labeling and re-use; principles to assess the effectiveness of technologies, rationale and justification to adopt them, prepared according to the requirements of the legislation of the Republic of Belarus.
А.3.1. Development of methods: 1) to identify types of non-food products, to which ecological criteria may be applied; 2) to determine ecological criteria for non-food production to assess ecological quality (properties) and safety of such production and further award it with ecological mark/environmental label.
А.3.2. Development of proposals on checking procedures related to the impact of non-food production towards the environment, as well as procedures of environmental labeling and certification of such production in accordance with the European requirements.
А.3.3. Development of requirements on training of national specialists in the field of environmental labeling and certification (evaluation of production quality against ecological criteria, carrying out environmental labeling procedures in order to award production with ecological mark).
А.3.4. Development of proposals on stimulating producers of non-food production to use environmental labeling (e.g. green procurement).
A4.1. Share best practices of international experience and approaches to organic agriculture and manufacture of organic products
A4.2. Taking international experience into account, the elaboration of draft regulatory acts (including regulatory technical acts), containing requirements for organic agriculture, manufacture of organic products (draft regulatory acts) including technical ones), rationale and justification for the need to adopt them, prepared according to the requirements of the legislation of the Republic of Belarus).
A4.3. Support to development of mechanisms of financial and fiscal support to organic products manufacturers (draft regulatory acts, rationale and justification for the need to adopt them, prepared according to the requirements of the legislation of the Republic of Belarus).
A5.1. Share best practices of international experience in the development of ecosystem services' market creation, approaches of the Intergovernmental Platform on Biodiversity Ecosystem Services, international mechanisms of the use of the instrument “habitat banking” of compensatory payments.
A5.2. Analysis of the legislation of the Republic of Belarus, identification of the potential types of ecosystem services, their economic value, and recipient of the income from these services.
A5.3. Preparation of proposals on the improvement of the legislation of the Republic of Belarus to develop the market of ecosystem services and introduction of the instrument “habitat banking” of compensatory payments (draft regulatory acts, rationale and justification for the need to adopt them, prepared according to the requirements of the legislation of the Republic of Belarus).
A6.1. Share best practices of international experience and approaches to the management of biosphere reserve, including transboundary ones.
A6.2. Taking international experience into account, elaboration of requirements to the biosphere reserves management plans, including transboundary ones (draft regulatory acts, rationale and justification for the need to adopt them, prepared according to the requirements of the legislation of the Republic of Belarus).
A6.3. Preparation of a management plan for the Belarusian part “PribuzhskoePolessie” of the transboundary biosphere reserve “ZapadnoePolessie”, as well as documents, providing for the improvement of the protection regime and use of this reserve and optimization of its borders.
